Uruguay has escaped disaster and parts of Brasil are very nice.

Uruguay is a small country with a population of 6 million, I hope they stay that way. But future potential is rather limited, unless they can grow from a high tech plataform. They do not have the resources that Argentina or Brazil have.

Brazil is intriguing to me, I do not know it yet. But with a large population, the problem of fabelas, entire generations of street children and their mismanagement of their own natural resources, i.e. burn the rain forest to hell so more peasants can have their "plot of land"....
I don not know what do you mean by "parts of Brazil are very nice". Geographically speaking, the whole region is superb, but what good is it that if you are sitting on a potential barrel of [social unrest] dynamite ?

I must admit that it seems that Brazilians have a different outlook on life, that in spite of the above problems, the beach, futbol, a garota and some Samba will cover their basic needs.

I have heard that there are people living in the fabelas that would not change it for anything else... well, I guess to each his/her own.

As for the rain forest burning... I guess the Mexican system of land reform (considering the on going burning in Brazil), seems a better system.

I believe the Mexican government has issued enough land allocation to the peasants that if you add it up, Mexico is about three times larger than reality would have you believe.

Perhaps, [amazingly so], those Mexican politicians were way ahead of their time, and in retrospect, they were distributing "VIRTUAL" territory, and now they will be able to fulfill their own promises by issuing deeds and titles to ".COM" domains.... he he he he...
