George, the bottom line is actually that neither bulls nor bears can claim victory...the market in terms of the S&P/NYA/Dow is basically where it was one year ago. same goes for the utilities. if you bought them a year ago you're beginning to break even now (excluding dividends).
with the general expectation of a 'relief' rally post FOMC it makes sense to buy ahead of it, no?
we'll see if the general expectation is right or not...

here's an interesting chart: the ratio of the Dow vs. the price of gold (note that there seems to be a long term cycle that regularly reaches extremes):
