China Unicom going to upgrade GSM rather than go ahead with CDMA. Could someone please give their take on the last paragraph of the article mentioning China Unicom going public posted earlier. Is this another ploy and am I reading this correctly?

A premarketing effort started Monday after Unicom filed Friday with the U.S. Securities and Exchange Commission.

I could not find an S-1 for any company named "China" in the EDGR database for 5/12/00. Or Unicom, or United (except for some European outfit.) Anybody else have better luck?
