Excellent points. I think it cuts both ways. On the one hand, the European carriers who shelled out so much cash for the 3G licenses are going to be hard pressed to raise additional cash to implement 3G. Thus, they may decide to stick with the legacy systems for an extended period. On the other hand, because they spent so much money on the 3G licenses they will be looking to maximize their return on that money ASAP. Spectrally efficient CDMA 3G systems and/or HDR data would be just the ticket...
