The trend toward more costly transactions has already been seen in past quarters. It rose from 18.6 percent of net revenues in the 1999
March quarter to 27.7 percent in this year's March quarter. The cost of sales is ``expected to remain at levels higher than those seen
historically'' as it expands its customer services.


This wording does not make sense to me. Are the transactions larger? That would make revenue to Ebay greater per auction. What are more costly transactions?
