I assume you're referring to rules other than those that pertain specifically to "investment advisers?"

I agree that all the practices you've described are nasty, and that they should fall within the SEC's area of enforcement. My level of confidence in the SEC, however, is not very high. They don't have the resources to litigate even a fraction of wrongdoers, and they don't make enough use of the tools they have that don't require so much of their manpower resources, for example temporary stock halts.
