OT - The other interesting thing about the CPI is the relative weighting in the education/communications services. Communications costs are weighted roughly equal to the cost of education in a budget, despite the fact that the average cost per pupil in a public secondary school is between $ 9,000 at the low end and $ 13,000 for special ed. I doubt they even factor in the rising cost of property taxes and other taxes that fund education. The tuition increases are easily two to three times higher than the rate of increase indicated in the report.
