Tero, you may know a lot of Europe and how business is ran over there.

But to say China Telecom and China Unicom are the only national carriers. Their decisions count - the government permission is only a permission, not a guarantee of anything happening. is way off the target.

And by all means, their decisions are based on government's decisions. Nothing more, nothing less

The Chinese desperately want to profit from the wireless market, ala S. Korea. They don't want to keep buying GSM handsets from others without being able to produce their own. China will adopt CDMA, Qualcomm will enable Chinese partner companies (by supplying chips, software, and reference designs) to produce CDMA equipment for the Chinese market and for export. This is what they want, and Qualcomm is their ticket.
