True. Unfortunately for them, that meant defying the law and the regulations of a federal agency with the will and power to enforce them. Also, from what I have read, both sides had conditions unacceptable to the other (for transfer of custody, living arrangements, etc), making agreement extremely unlikely, despite the feelings of some of the negotiators that they were close to agreement. Reno had been there before and it blew up in her face. How does that make it solely Reno's fault?

But just like the Texans defeated Santa Ana when he was taking his siesta or Washington defeated the mercenary Prussians at Trenton, the INS lightning raid steam-rolled the sleeping volunteers.

The resistance was highly organized, even if wholly ineffective. Tactically the Little Havana raid was a screaming success. It shows that the decision not to support the Bay of Pigs landing may have been well grounded in not wanting to be backing the losing side. The paramilitary Cubans have shown themselves to be impotent at defense as well as offense. They only seem to be able to set themselves up for confrontations they can't win.
