Yes, and for the most part, the major media shirk the task of researching the claims bandied about, and evaluating them, so we are left with sound bites.......

In the LA City school district they have been reporting graduation rates that illustrate this dilemma. If the number of students that begin 9th grade is 200,000 and the subsequent number that graduate from 12th grade is 100,000 they do not report a 50% graduation rate. Each year is figured separately, so as students drop out, year by year the statistics are re-figured. Probably the number of students beginning the 12th grade would be around 130,000 and with 100,000 graduating the rate would be 77%. In LA of course they would graduate considerably less if it weren't for "social promotion"
