My impression is that it doesn't work that way, that most of the lessons learned implementing copper in 0.18u aren't transferrable to copper in 0.13u.

I'm doing a copper design right now, and there don't seem to be any major issues with it. The copper wires are faster because of lower resistance, and the behavior should be similar in different feature sized processes. As the transistors get smaller, copper becomes more important to keep the gate and wire delays compatible.
