Quality vs cost

Actually, hardware implementations tend to cost less than software implementations, because the performance requirements of software implementations tend to blow up the size of the CPU, ultimately requiring more real estate.

Look at Geode and Timna. They both use a lot of special purpose hardware, rather than trying to emulate. Intel gave up on NSP several years ago, because it became obvious that silicon was very cheap and fast.
