The biggest hurdle that Bush (and other reformers) have is to educate people to understand that it IS THEIR MONEY. People understand the benefits of personal savings and if they can show that even a percentage of the SS withholdings invested will yield them a nice nest egg (which can be transferred to their children as opposed to SS benefits), the majority will understand the benefit of partial privatization. Only the most doltish democrat demagogues won't get it.
