Does the shift from 120nm gates on AL to 100nm gates on Cu buy AMD a higher frequency limits or lower power consumption?

Are you sure about those gate lengths?

Copper and smaller gates will provide lower power consumption because of lower wire resistance, smaller die size, and lower operating voltage.

The smaller die size, lower resistance wires, and possibly faster transistors will also provide faster circuitry.

So the answer is "yes and yes".
