Don't remember much in the way of specifics, only that a name change involves all shareholders of record and brokerages of street shares for notifications of namechange...in so doing, imaginary shares sold become discovered in the process of notification. (ie shareholder X has Y shares of A company, but cannot be credited for having Y shares under new symbol without Y shares being present in name/street physical form).

Hope that helps,
-Mark

PS That doesn't stop potential shorters from shorting the new company's symbol, but it is my understanding the former shares must be covered and accounted for (for the sake of notification) within a specific amount of time (maybe 2-4 weeks, not sure about time frame), so shorters must cover for past shorts within the share-namechange period.

Has Bard jumped ship or jumped off a ledge? :)

CBQI is 7/8 on the bid and Bard disappears. How surprising after all his hyping? Maybe MIDL all over again? He loaded the boat again? :) I own CBQI shares so of course I'm not happy.

Sportfish, name changes, calling in certs, issuing dividends, etc. do nothing to catch shorts even if there is a short position in a penny stock. I've been in too many of these and I've never seen one work yet. Plus the volume on this stock is way too low so the short position isn't that high. Great news releases and a lot of buying will raise the price.
