Zeev, I'm truly Lost when you or anyone for that matter, talks about a "budget surplus"...I mean, with our debt and deficits there is no real "surplus" only the "imaginary" and with the $-presses printing on a weekly if not nightly basis why does everyone play along with the "surplus" idea?
This country/market/system is going to hell in a handbasket
quite frankly and why oh why does'nt everyone realize it?

We already have both Inflation and a recession in middle america to wit (take Illinois, Chicago is considered the center for all real data yet the southern half of the state has unemployment approaching 7% as does southeastern missouri, so why is gasoline or milk or bread cost so darn much when it really is being produced the same way it was 10 yrs before, albiet a bit more automated thus leaving a few more jobless. The examples go on...inner city etc.) and holy smokes the jobs #'s are just as made up as the rest of the data...it's all rigged and it's not a conspiracy as much as it is a phallacy...imho. we're all getting bent over as the robber barrons continue their march... the beat goes on, literally.

cheers
