The parent organization that operates the network access
service over DSL is BellSouth.Net, a subsidiary of BellSouth
BellSouth.Net is NOT regulated by the Florida PUC, although
I'm working on that. Yes, the copper pairs into my home
are open to ANY CLEC competitor, say Rhythms or Covad or any
others. BellSouth has DLC's in many areas and that is a deterent to competition. I am less than 10,000 feet from
my BellSouth CO but the DSLAM is far far away. Any competitor would have to replicate that infrastructure to
use it--DLC's do that and BellSouth ain't stupid wrt. competitors--As for other aspects, read the newspaper article.
