I looked at the site a few times. To me, it's just a lot of data mining with garbage going in and garbage coming out. You could draw almost any conclusion from the data.

Another site is validea.com. I think it suffers from similar problems.

Measuring performance is always a tricky subject. One reason why ML used to release its Focus 1 picks after 4pm was because the WSJ used the closing price on the day a pick was issued to calculate performance. That way the expected gap open the following morning could give an artificial jumpstart to calculated performance.
