The trouble with talking about those "last 7%" as if they're insignificant is a bit of a magic trick. The unspoken part is that once the 90% are gone, the diesel is still too poisonous to catalysts to implement clean-diesel technology. Taking out the next 7% allows cats to last four times longer. That is why it's worth it. The incremental fuel cost is penny-ante stuff compared to the benefits. Imo.

I think that it is incredibly incestuous that local transportation authorities are being strict with private cars, and then are running these dirty Diesel buses. I don't advocate easing up on private car emissions, oh noooo. But buses and commercial trucks and Diesel-electric locomotives (...etc...) should really be steered in a clean direction. Cleaning the sulfur out of Diesel fuel is essential for this.
