geez .. something like ..

If the S&P furutes move down to -35 then no trades can take place (for the next ten minuets) for a price below the -35. After 10 minuets have gone by if there are no offers (bids) for higher than the -35 mark then the freeze stays in effect for the next two minuets. Then the freeze comes off. At that kind of time, if the cash has continued to fall during the freeze, you can see a mid-day gap down in the futures.
