I don't believe in only doing a job half-way. Same here. I've always tried to follow the old adage: If you don't have time to do it right the first time; how will you ever find time to do right the second time? I'm sure the engineers wanted to do the same, but probably it was an issue of getting something out of the door. (we'll fix it later, but lets just get something working now)... And then once it was done, probably they were told to work on new projects. You're probably correct on this. If true, it gives an unflattering insight into the inner workings of SI.
