I'll take a stab at it. Assuming a random cache miss pattern coming off a 256K L2, you would need to have about 1MB of open pages to get a cache hit rate of 90%. This would require about 1000 open 1024 byte banks.

That is a lot of DRAM! Perhaps Jim got his number from video refresh statistics, which are all sequential. ;^)))
