I think that the Oil Fire Byproducts contain hazardous materials. War is always hazardous. Were they subjected to chemical warfare as defined by the US Military? Probably not.

I could believe that Reagan could have delegated the responsibility to those that did the Iran Contra deed. He did not ask, they did not tell. Is he responsible? Yes, He was. That is the requirements of the job. He did take the responsibility for it, in public. Clinton still refuses to. Read today's papers on the disbarment proceedings.
