HYPOTHESIS: The Administration has been so quiet during this recent Market volatility because...

They want to force Congress's hand and make them approve China's normal trading status to buoy the Market. If Congress does not, it's a political bombshell for the Republicans.

In any event, it's a win-win for Slick Willie.
