I disagree, It appears to work ONLY with LAW abiding PEACEFUL citizens.

If you have a situation like Waco or Philadelphia where folks aren't so peaceful, people will get killed. So it boils down to my point, which is either:

1) Reno truely thought the Miami family was harmful to Elian and was willing to kill to protect him.

2) Reno knew the Miami family was peaceful and that they would roll over in the face of a federal armed raid. Since the polls show that most people though the raid was ok she could make political points, while abusing the law (4th amendment).

3) Reno doesn't know what's she doing and is only acting as an agent for Fidel.

In either case the nation is the poorer for this exercise.
