NHC Communications Proposes VCCS Solution to Major Problem faced by DSL Service Providers in the U.S. Market ATLANTA, GA, June 7 /CNW/ - NHC Communications Inc. This solution has been developed in response to issues raised by the FCC in its Line Sharing Order (FCC 99- 355). In November 1999, the FCC ruled that Incumbent Local Exchange Carriers (ILECs) were to provide and share lines with the emerging Competitive Local Exchange Carriers (CLECs). Line sharing allows the Service Providers to provide services over the same copper line with the ILECs maintaining the low frequency portion of the telecom line providing voice transmission and the CLECs offering high bandwidth services using the high frequency segment for data access solutions. The intention is to provide consumers with a cost- effective solution for receiving differentiated data services. In order for Service Providers to exploit additional revenue streams from extended service offerings, proper testing of the lines is required by both competitive and incumbent carriers to ensure the particular service is being supported. A simple line test procedure becomes more complex with line sharing. This is, in part, due to the presence of splitters which are required to separate both the high and low frequency portions of the telecom line so that both ILEC and CLEC services can be provided over the appropriate frequency portion of the copper lines. This arrangement prevents either party from performing full spectrum voice and data testing.
