Unfortunalely it is not the dictionary definition of family that is relevant here. It is the legal definition. And as I recall from one of the legal filings, I think the INS one when they were seeking and granted the Search Warrant to rescue Eli n, the relatives in Miami were identified as something like 4th degree family. Juan of course is first degree family. I think for most purposes in this case the more technically accurate term Relative, relatively speaking, is the one that is most descriptive.
