Well of course it wasn't about a family court custody issue. It was about regaining control of an alien that was in the custody of the INS. Technically he was on parole to the Miami Relatives. The parole to the Relatives had been revoked and was being transferred to his natural father. (1st degree family.) The Relatives felt that they had grounds to be negotiating about something for which they actually had no standing. They had never been granted any custody in the legal sense. How could they? That is ultimately for the Cuban Family Courts to decide, not US.
