Once the fee is implemented, users will be prompted to input their credit card information at the time a report request is made. The account will be charged after the report has been generated and just prior to delivery via email. On November 24, 1999, the NASD filed with the Securities and Exchange Commission (SEC) a proposed rule change to establish a fee for historical research and administrative reports provided through the OTCBB Web site. Notice of the proposed rule change appeared in the Federal register on December 14, 1999. On January 14, 2000, the SEC issued an order approving the rule change.
