We've already been doing that to some extent for years. The looniest one I saw was when Anderson AFB on Guam let a construction contract to a mainland China firm, which was probably owned by the Red Army. Pissed off a lot of people. What was a SAC base that would be heavily involved should hostilities ever break out with the Chinese doing having a bunch of Chinese workers running all over the base doing who knows what? Can't blame that one on Clinton, though, was before his time.
