IPR: Tough one to call. Of course in principle everyone agrees, however working out the cost to each will take a little more time.

Now I would like to pose a question. Now if a company's royalty rate is a percentage, what is it a percentage of? If it is the overall system, what about the idea of selling kit in 2 stages. Basically the 90% of the cost as one deal (lets say the backbone) and then the cdma air-interface as another smaller project (at cost even). What would the projections be then for a company?
