I think the Star Tribune is in a monopoly position for a good reason. They just worked harder and maybe smarter. There are very few metro areas anymore that are supporting multiple major dailies. This may have more to do with the growth of alternatives to newspapers than any monopolistic business practices.

I think you can say that one way they didn't go about doing it was to contractually restrict others from using other sources of content. This is the crux of MSFT's sins. Their abuse of monopoly power to engage in predatory practices. They couldn't be content with competing on the basis of whether or not they had a better product, they had to set out to prohibit anyone who was reselling their OS from taking out any content that they decided they wanted to deliver. Like say a browser that they wanted to grab the dominant market share for.
