Cheryl, since you gloss over the differences between the progression, I will enumerate them for you.
1) DOS 4.0 - supports 16-bit real-mode DOS programs natively. Does not provide multitasking pre-emptive of otherwise.
2) Win3.1 - supports 16-bit windows programs natively. Supports most DOS programs in a virtual machine. Multitasks DOS programs preemptively and windows programs cooperatively.
3) Win9x - supports 32 and 16 bit Windows programs natively. Supports most previous versions of DOS programs in virtual machine. Multitasks DOS programs and Win32 programs preemptively and 16-bit windows programs cooperatively.
4) Windows NT - totally new code base. Supports multiprocessor machines. Supports Alpha machines. Supports Server functionality. Support POSIX if need be. Supports preemptive multitasking for all sorts of programs. Is C2 compliant.

This is progress... If you can't see that, I am sorry for you!
