I can't imagine the mobo makers would give up a design to a company like Jabil.

I don't think "give up" is the right word. I think they could license it to GTW (not to Jabil). Or I wonder if GTW could not just license an AMD reference design.

Anand has a reviews of Piii 933, which is the pretty much the same as Piii 1 GHz, including increased voltage to 1.7V
