Because they want and need the technology. But Unicom can't act unilateraly, they have to have permission and approval of Ministry of Information Industry and the State Development Planning Commission and some other ministries. It's not unusual to negotiate a deal with a Chinese state owned enterprise and then find you don't have a deal because some other branch of Chinese goverment claiming jurisdiction witholds or hold up permission.
