Compare that to the Internet where supply is constrained on the equipment side, book-to-bills are all over 1, and providers of broadband access are stretching to meet demand. I currently have PacBell DSL. SBC Corp, PacBell's parent is certainly not capital constrained. I called this week to transfer service to a home we bought. They said that I would have to wait until November because the central office serving that neighborhood is unable to meet additional demand (the neighborhood has been developed since the 40's, so it not a development issue). That's not overcapacity.
