The DOJ decree has essentially eliminated the possibility that either monopoly or oligopoly can now exist at any level. I see the decree as consistent with the creation of an oligopoly at the NDSP level. One could argue that if the profits are made at the NDSP level and last mile access level, then at the isp level, which in BB, is essentially a brand level, there will be fierce competition. This is consistent with the B&S model.
