There could be agreements between G* and the SP's that G* can sell to governments, large corporations, etc. for worldwide contracts. Most companies in the past had regional distributors but "national" accounts sold by the company. On that model, there is no need for additional gateways, etc. G* should have reserved that right in the initial contracts.
