CARACAS, Aug 18 (Reuters) - Venezuela, one of the main suppliers of oil to the United States, hopes to sign the first of a series of oil deals with Cuba in November, Energy and Mines Minister Ali Rodriguez said Wednesday.

It would "essentially be a supply deal," he told reporters.

Venezuela said in June it was talking to the Communist-ruled Caribbean island about a possible oil supply deal and also confirmed then an interest in refining and exploration in Cuba.

Rodriguez said he hoped some deals could be signed during the Ibero-American Summit to be held in Havana in mid-November. Venezuelan President Hugo Chavez, who is on friendly terms with Cuban President Fidel Castro, is due to attend the summit.

Cuba has been short of oil since the collapse of its main supplier in 1989, the Soviet Union. It is subject to strict sanctions by the United States which can hurt companies that invest in the island nation.

Rodriguez also said Venezuela was studying a Cuban proposal to "work" at the Cienfuegos refinery.

The 76,000 barrel per day Cienfuegos refinery, on the south coast of Cuba, was completed in 1991 after long delays. It has never operated commercially because it is based on obsolete Soviet technology.

According to industry sources, Venezuela, which owns about $8 billion of oil-related assets in the United States, would seek ways to trade with Cuba without contravening any international law.
