Douglas, I think leadtimes on components aren't a problem with proper planning/forecasting and getting the long lead items on order ahead of time. I think normally the Director of Operations authorizes the purchase of high dollar long lead items after they are identified. If demand exceeds your estimates then it can mean that delivery times on your product can move out a bit. Of course if leadtimes move way out on key components, it means you have to be following that and maybe take more risk in committing to larger buys ahead of time to insure a supply when you need them.
