Kit, They don't have our environmental laws or litiguous history. With apartheid a relic of the past, all South Africans realize they live and die by their mining. Mining is relatively unimportant in the US and is often a whipping boy during election years.

Also, South African mines are so much richer than North American that it is a much lower cost environment.
