Well then! Let us get rid of main memory because it is a waste. Everything must be in L1 and L2. Then we will not need a cache at all. <G>

Seriously, IMO you do not understand what is meant by program locality and data locality completely. These principles apply throughout the memory hierarchy including the main memory and the storage systems.
