Steve,
I agree with your recollections about IJ musing about China potentially being the first country to deploy a de novo 3G network. Therefore the claim of no IS-95 may be accurate and needed to pacify some of the investment bankers or big investors (?European or Japanese).

I also recall that the decrease royalty rate was dependent on a rapid build out and would apply to domestically consumed handsets, but that exports would be at a "normal" rate.
