It seems to me that there is an entrenched bureaucratic slavishness that goes on there. That they blame the process when they are the ones that define and control that process. I'm encouraged that this issue is being addressed at all. It's only just recently reached the radar scope of politicians so any sign of momentum looks to me like a glass half full. Since the U.S. has Juan Miguel cooling his heels while the Atlanta court does it's thing, it's hard to be too critical of of Germany's version of "due process." Karen
