The FCC is clearly concerned by the potential
interference of UWB with other wireless services.
Accordingly, the submissions to the FCC by
XtremeSpectrum and others have proposed in
building uses with limits on external power radiation
at the edge of the building/area where UWB is used.

Of course, as you may know, impulsive electromagnetics
(but with high power) is also useful for ground
penetrating radar and other military applications.
However, these uses would presumably have to work
within allocated frequencies.
