All you need is buyers and sellers.
OTOH, where did you come up with this number? Seems way too high. If true it would be very dangerous to hold AMD if some downgrades were made.

That is a big "if". I do not know if any stock reaches the 98% kind of level. If it does, then whenever Joe Blow goes to buy 100 shares the stock could popup by a quarter. (that could explain the quick rise but I ain't buying that theory till I see some published data on how this number has changed in the last few weeks.
