IBM did not see it that way - especially the part about MSFT doing serious OS development.

From the other side, I know many IBM developers who worked (or still work) on OS/2. The story I get is that the Microsoft developers wanted to write code first and then write specifications to match. The IBM way was to create detailed specs and designs, run all the designs past the PhDs and fellows, and only then write any code.
