I think it has nothing to with San Andreas.

Most of the news FABS are in earthquake zones.

Japan Inc.
Taiwan Inc.

The key is taxes. The semi companies schmooze non techie govt idiots about the HUGE investment they are gonna make. And great JOBS yada yada.

They get the tax breaks, and then hire 500 production workers.

After 5 or 6 years they leverage to get more tax breaks or get ready to shut down.

Most non techies want to build another SV. They are dumb enough to believe thats it all about silicon manufacturing.
