The Securities and Exchange Commission launched administrative proceedings to determine whether two Salt Lake City certified public accountants will be allowed to audit public companies.
CPAs R. Gordon Jones and Mark F. Jensen in 1995 allegedly improperly audited a now-defunct Utah corporation, Dynamic American Corp.
Dynamic and six individuals were involved in a 1996 "pump and dump" scheme that resulted in about $4 million of the company's stock being sold to the public, according to the SEC.
The SEC contends that Dynamic's balance sheet improperly listed as an asset Bolivian mining properties that were materially overvalued at $36.6 million. It contends that Jones and Jensen did not act in accordance with generally accepted accounting standards and failed to maintain an attitude of professional skepticism.
In February, the SEC barred certified public accountant Jethro Barlow of Colorado City, Ariz., for his alleged role in the stock scam. It alleged he prepared fraudulent financial statements for the company.
