I agree that the IPO of MD is an effort to show value, but it is also an effort to raise cash. There has been indication of a pending rating agency downgrade. The problem is not so much the accounting, which is at best difficult when you are investing so much with a distant and undetermined revenue stream, but the fact that the Orbcomm equipment installed on trucks has not been as reliable as needed, so implementation has been delayed and redesign has been necessitated. After a year or more of major delays, a new testing period is necessary, then by yearend 2000 management expects installations to be ramping up.
